A newspaper headline is meant to do two main things.

First it needs to give an indication of what the story is about or what event it is referring to.

Second and most importantly, it needs to peak the interest of the reader to make them want to read more.

Editors and sub-editors place a great deal of importance on creating headlines for stories because a great headline can sell more papers.

However, this desire for an attention grabbing headline can sometimes result in both intentional and unintentional hilarity.

When the combination of words chosen to make a headline produce a funny double meaning, misplace the emphasis or blatantly state the obvious you can be left to wonder who is editing the editors...

"peak the interest"?! You probably meant "pique", although that usage isn't quite appropriate either.
